CSO Development Effectiveness and the Enabling Environment: Key Messages for the Fourth High Level Forum on Aid Effectiveness (2011)

CSO Development Effectiveness and the Enabling Environment: Key Messages for the Fourth High Level Forum on Aid Effectiveness was prepared by the Task Team in 2011 for the Fourth High Level Forum on Aid Effectiveness (HLF-4) which took place in Busan (Korea) in late 2011. The document elaborates key messages in a number of issue areas that build upon the civil-society related commitments of the Accra Agenda for Action (AAA). The document was intended to serve as a basis for further dialogue and commitments at HLF-4. The Task Team grouped its messages under five headings:

  1. CSOs as independent development actors
  2. Enabling environment for CSOs
  3. Donors’ CSO support models
  4. CSOs’ effectiveness
  5. Accountability and transparency.

The Task Team prepared a background paper (see below) to accompany these messages.

CSO Development Effectiveness and Enabling Environment: A Review of the Evidence is a document that the Task Team produced in 2011. The purpose of the document is to provide an overview of evidence of progress and gaps in meeting the civil society-related commitments of the Accra Agenda for action (AAA). It was submitted to Cluster A and the Working Party on Aid Effectiveness (WP-EFF). The Review of Evidence substantiates the Key Messages.
