As a convenor, we bring together development cooperation providers (donors),
partner country governments and CSOs to engage in open and inclusive dialogue
to find common ground. As a knowledge broker, we raise awareness on
international commitments on CSOs in development and offer guidance,
evidence and practical tools to further their implementation.

2017 Indicator 2 Refinement Workshop
Indicator 2 of the Global Partnership monitoring framework assesses whether civil society operates within an environment that maximizes its engagement in and contribution to development. It covers the extent to which governments and development partners contribute to an enabling environment for CSOs and the extent to which CSOs are implementing development effectiveness principles in their own operations.
Workshop
Indicator 2 was refined as part of a wider effort to update the existing GPEDC monitoring framework to increase its relevance to the 2030 Agenda for Sustainable Development. Indicator 2 collects qualitative information and provides an assessment of the country situation. It is intended to inform dialogue and action at country, regional and global levels.
The OECD/UNDP Joint Support Team (which oversees the GPEDC monitoring process), in collaboration with the Task Team, held a full-day workshop on 7 April 2017. The workshop served to provide input into the refinement of the GPEDC’s approach to monitoring Indicator 2. Nine Task Team participants, representing partner country governments, donors, and civil society were present. Several of these participants were involved in the original development of indicator 2, and all of them directly or indirectly contributed to the 2016 round. After discussing the rationale for refining the indicator and taking stock of the current indicator methodology, each participant shared lessons and contributed with ideas to improve content and process for this indicator going forward.
Recommendations

Suggestions included changes to the questionnaire structure and to the guiding questions in order to capture nuances from responses.

Further recommendations including re-wording of some questions to better reflect the current global agenda.

Ideas to improve the process and create more meaningful dialogue consisted of targeted training opportunities and a staged timeline with intermediary deadlines.
