As a convenor, we bring together development cooperation providers (donors),
partner country governments and CSOs to engage in open and inclusive dialogue
to find common ground. As a knowledge broker, we raise awareness on
international commitments on CSOs in development and offer guidance,
evidence and practical tools to further their implementation.

2015 Indicator 2 Refinement workshop
The monitoring framework of the Global Partnership for Effective Development Cooperation (GPEDC) tracks country-level progress in implementing the internationally-agreed effective development co-operation commitments. It consists of a set of ten indicators. Indicator 2 reads “civil society operates within an environment which maximizes its engagement in and contribution to development”. It seeks to assess progress in the realization of the commitments on the CSO enabling environment and CSO development effectiveness. Ahead of the 2015/2016 monitoring round, the Joint Support Team set up an informal working group to provide guidance on refining Indicator 2. The informal working group comprised experts from civil society, provider governments and recipient governments of development-cooperation.
Workshop
On 1 May 2015 the informal working organized a workshop in Paris. This workshop was organized back-to-back with the bi-annual meeting of the Task Team. The aim of the workshop was to gather experts from developing countries, CSOs and providers of development co-operation to provide input on the refinement of Indicator 2. Informal working group participants made recommendations on the technical and methodological approach, based on feedback received from light testing in a few countries. This work lead to the overall refinement of the GPEDC monitoring framework, and strengthened the second round of monitoring in 2015-2016.
