Activities
As a convenor, we bring together development cooperation providers (donors),
partner country governments and CSOs to engage in open and inclusive dialogue
to find common ground. As a knowledge broker, we raise awareness on
international commitments on CSOs in development and offer guidance,
evidence and practical tools to further their implementation.

2014 GPEDC High Level Meeting Mexico
The 1st High Level Meeting (HLM1) of the Global Partnership for Effective Development Cooperation (GPEDC) was held 15-16 April 2014 in Mexico City. More than 1,500 development leaders, including heads of state and government, ministers, parliamentarians and leaders from international organizations, business, civil society and foundations attended. HLM1 aimed to review progress in making development co-operation more effective, agree on actions to boost progress, and anchor effective development cooperation in the post-2015 agenda. The key outcome was the Mexico Communique. The Task Team organized a focus session at HLM1.

The Task Team organized the Focus Session “Practical Ways to Improve the Enabling Environment”. The Focus Session examined progress made since Busan with regard to the enabling environment for CSOs and CSO development effectiveness and identified main opportunities, challenges and practical proposals to achieve these commitments.
The session featured high-level panelists Lilianne Ploumen (Minister for Foreign Trade and Development Cooperation, the Netherlands); Emele Duituturaga (PIANGO & CPDE Co-chair); Bouaré Fily Sissoko (Minister of Economy and Finance, Mali) represented by Modibo Makalou. It also featured VIP commentators Miroslav Lajčák (Deputy Prime Minister and Minister of Foreign & European Affairs of Slovakia); Christian Paradis (Minister of International Development and Minister for la Francophonie, Canada) and Danny Sriskandarajah (Secretary General, CIVICUS).
Outcomes & conclusions
To advance implementation of the commitments, in relation to CSO development effectiveness and enabling environment, the session concluded with recommendations for all stakeholders to develop, contribute to and promote:
- An enabling environment framework, with benchmarks and guidelines for its implementation, to help advance democratic ownership of development processes, based on internationally agreed human rights commitments
- Multi-stakeholder learning fora and partnerships at country, regional and global level to help develop and implement this framework and guidelines, based on country experience and reflecting good practice
- Elaboration of a methodology based on (a) and (b) above, with respect to the Global Partnership Monitoring Framework Indicator 2: enabling environment for civil society.
These recommendations are reflected in the Mexico Communiqué annex as Voluntary Initiative 12: CSO Enabling Environment Framework and Guidelines.
