As a convenor, we bring together development cooperation providers (donors),
partner country governments and CSOs to engage in open and inclusive dialogue
to find common ground. As a knowledge broker, we raise awareness on
international commitments on CSOs in development and offer guidance,
evidence and practical tools to further their implementation.

Global Partnership Initiative 12
Global Partnership Initiatives (GPIs) are voluntary initiatives which aim to advance the effective development cooperation commitments under the auspices of the Global Partnership for Effective Development Cooperation (GPEDC). GPIs are led by national governments, civil society organizations, foundations and members of the private sector, among others. They generate policy-relevant lessons and innovative solutions, sharing this knowledge to spur more effective development co-operation at the country, regional and global levels. At the 2014 HLM 39 voluntary initiatives were established. These are referenced in the GPEDC’s Mexico Communiqué.
Task Team GPI-12
From 2014-2016, the Task Team led GPI-12: “CSO enabling environment framework and guidelines”. Through this GPI, the Task Team helped refine the Indicator 2 definition and monitoring process. A four-part framework, similar to and based on the Task Team’s 4 key messages, was adopted for Indicator 2. In addition, the monitoring process for Indicator 2 was made multi-stakeholder in nature to reflect that the CSO-related commitments are a shared responsibility. The Task Team also executed a Stock-take of Indicator 2 monitoring in 2015/2016 with the intent to provide commentary on the challenges and opportunities. GPI-12 CSO enabling environment framework
The Task Team collaborated with the GPEDC’s Joint Support Team in the refinement of the definition and monitoring process for the GPEDC’s Indicator 2, “civil society operates within an environment which maximizes its engagement in and contribution to development”. The Task Team’s 4-part framework was used to inform the four-part framework used for the Indicator 2 questionnaire. This was done ahead of the GPEDC’s second monitoring round in 2015/2016.
GPI-12 Stock-take
The Task Team conducted a Stock-take of the Indicator 2 monitoring process during the GPEDC’s 2015/16 monitoring round. The Stock-take, conducted in 11 countries, provided commentary on the challenges and opportunities of Indicator 2 monitoring. The Stock-take was largely based on the perceptions of country-level stakeholders on the ideal and actual Indicator 2 monitoring process and questionnaire content. The findings were consolidated in a multi-country Stock-take report.
GPI-12 Guidance
The Task Team initiated the development of a Guidance for Indicator 2. The intent of the Guidance is to widen and deepen a common understanding of what is meant by the four parts of Indicator 2 and practically, what good practices stakeholders can implement to make progress. The Task Team developed an Invitation to Engage to seek examples, guidance or tools from country, regional or global level that speak to one or more of the four modules of the Indicator 2 framework. Various country level examples were collected and are now included in the full Task Team Guidance on CSO Development Effectiveness and Enabling Environment.
